Hi Rob Nelson. Unfortunately, that is how the programs module currently works. We have it on our roadmap to change this...I just don't have a timeframe yet.

The workaround is to join one program. For the 2nd program that you'd like to complete, you will want to manually add those workouts to your calendar on the suggested days.
